EFCC chairman apparently does not know the meaning of the word INSTITUTIONALIZE. When asked how he plans to institutionalize the fight against corruption, starts talking about buildings

The verb institutionalize is usually used to talk about committing people to hospitals, nursing homes, or other facilities where they will live and be taken care of in some way. There's another meaning of the word that means "to establish as a regular way of doing things." In this case, a teacher might institutionalize the tradition of ordering pizza for the class once a month; in other words, pizza parties would become a permanent, official part of the school year.

Which one would we rather have?
An official who speaks impeccable English and can't do jack and one who doesn't really understand the good use of English and gets the job done?

This doesn't justify it in anyway as it would be perfect to have a competent official who also has good diction and understand well.

I think the Chinese best illustrates this. They can't speak good English for the most part or even understand it. But they get things done.
