Having seen both clips where the IGP stuttered while reading out his speech and while making Parade blunders, I felt concerned as there could be more to his challenge than meet the eyes. He might be suffering from Progressive Sensoneura hearing loss which can significantly affect his degree of auditory acuity and speech recognition (seen during the parade) if the condition is not remedied with the help a hearing aid.

I have seen many other videos where the IGP granted an interview without any challenge as he wore a hearing-aid look alike ear piece (take a look at His Right ear) so it's not fair vilifying him for what he may not have any degree of control over without knowing the truth behind his travails.
