I traveled to south africa last week. I tried to board a card to Da Aar in South Africa. I saw some people dressing this way. i was shocked. Is this dressing still normal?

Only when there is a traditional celebration/ceremony in certain (rural)places though,you wont find girls dressed like that walking around in Jo'burg.

True, the girls dress like that during traditional celebrations, it is evident from the picture background that something was going on!

I remember speaking to a South African woman I know about the 'reed festival. Apparently these breasts are for nature ie breastfeeding and are not (well shoulnot be) viewed as a sexual object.
