No they are not confused. We have to give room for flexibility. We cannot exclude all the Bahrain, Qatar, UAE, Saudi Arabia...and others in the middle east from hosting the world cup on the grounds of temperature and climatic factors. The same way we adjusted to the use of GLT and VAR, I'm sure we can adjust and accommodate the middle east to hosting the world cup in Oct/Nov.

Weather is too hot in Qatar June/July.

Players, fans and officials could pass out because of Heat stress, Heat Stroke etc.

Qatar wanted to use their "village people" to control the weather but FIFA said no. Because Village people are sometimes unrealiable.. grin

That's the only way some parts of the world can host it. The sun in the middle east can fry an egg in June/July. Even with November, Qatar will be installing air-conditioning systems in their stadiums to keep temperature moderate.
