DOB on NYSC portal : 17th March 1975
Correct DOB(on all documents) :19th September 1990
Date of graduation : 10th January 2017.

PCM is being offered exemption.

seems I have no choice than to pay for jamb admission letter and have my name on the matriculation list since the jamb change of course regularization I did 2months ago is taking too much time to effect.

If your name is not appearing on the matriculation list, you should have just paid for the admission letter and printed it. It would automatically appear. I had the same issue in my own case, I did it and it worked. The department on my Jamb admission letter is even different from the department I graduated from because I transferred. I submitted the letter like that to my school for pre-mobilization and right now I'm awaiting my call-up letter.
