Image 2 is the card verified Alipay account. This type of account can receive and send out fund which means you can use it on Chinese websites for payment. But note, you can only receive 10,000 RMB per day and 50,000 RMB per month.

But image 3 is a full Chinese verified Alipay account with necessary legal Chinese documents such as CHINESE BANK CARD, CHINESE BANK INFORMATION, CHINESE PHONE NUMBER, CITIZENSHIP CARD NO and many more. This type of account is fully verified and has the capacity of 50,000 RMB per day, no limitation.
