I strongly think  IBB is a Western Stooge (like OBJ) because:

In 1985 Gen. Buhari was defying the western governments by holding out for a better deal for Nigeria in IMF loan negotiations and refusing to repay fraudulant debt owed to western banks and firms.

General Buhari was also trying to recover looted money of corrupt politicians from UK and western banks. 

Suddenly he was overthrown by IBB.

If you are old enough you may remember that soon after the coup, UK government had dispatched their Foreign Secretary to visit Nigeria even before IBB had appointed his full cabinet or a his Nigerian counterpart.
