Check for air bubbles in the reservoir. If you have bubbles, fix any leaks you might have on the system.

if you have ever welded the main pressure pipe for any reason, you have reduced the diameter of the pipe at the weld point and currently over working the pump, so replace the pipe.

ensure you drain and re-fill fluid.

Dont listen to all these online mechanics,
Change ur fan-belt, it causes the noise especially at turns, if the noise continues then take it to a mechanic to see if power-steering reservoir is leaking, if its not then it should be emptied to check if the mesh inside it is clogged with dirt, if it is dirty it can be washed with fuel to remove the dirt, some even remove the mesh totally but I advise against that, going to the power-steering pump should be the last resort, that is if all the afore-mentioned are done and the noise continues.

Update, thanks to everyone who responded. I changed my fan belt because it worked already. And also aske a mechanic to help buy the pump. However, I say homeboy205 and decided to see his post work. Lo and behold, the same thing he said is what I was having. I already told the mechanic to buy the pump which he bought and not yet fixed. I told the car to him ask him to buy grease and grease the culprit. Voila no more whining sound again. To contribute to the forum I will be giving out the pump to anyone. Thanks all once again.

I was hoping with your interaction on cartalk you should be able to easily diagnose a squeeking serpentine belt, but alas! I was wrong next time you post, I will just assume a newbie with no car experience is posting.
