You want to assist the OP, that's commendable.

Could you clarify the following?

- There's a moratorium on vehicle imports into Nigeria across the land borders.

- Importers still smuggle these vehicles into the country, pay "genuine" duty and somehow come up with "genuine" customs documents for them.

My question is simple, really.

In the import documents presented to the NCS in the duty payment and clearing process, what port of entry would be listed?

Tin Can? Apapa?

If the answer is either of the above, how would the importer come up with documentation showing that the vehicle was imported via those ports?

Where would the Ship bill of lading come from? Vessel name? Voyage number? Port of loading?

Or would the import documents indicate that the vehicle entered via the land borders?
These exam questions ehn? embarassed

MrMcJay:
The land borders were shut to vehicles from Benin Cotonou because it was the point of origin for most smuggled vehicles into Nigeria. Most vehicles from Cotonou do not pay Customs Duty and were usually smuggled. Hence, they decided to throw away the baby with the bath water by closing the land border.

Now, if a vehicle is bought from Cotonou and Customs duty is paid on it at Tincan to give the fraudulent impression that it was brought in from Tincan, no problem. You're attempting to help the FG achieve what they wanted howbeit illegally. It's not outrightly illegal but you're exploiting the weakness of the law. One day, you'll pay for that.

The day an overzealous customs officer insists on sighting supporting documents which you used to obtain your C-number, you may fall into a deep pit. That's the day you'll explain how a vehicle imported into Port of Cotonou found its way into Tincan Port at a time the land borders from Benin to Nigeria were closed to vehicle imports.

When an "agent" was asked to clarify the process:

oviecardealer:
is simple though is a technical process ....beside this is Nigeria I work with the authority to obtain it.......please kindly settle down and read my write up to understand it well because I have explained it before.....but for security reasons I would not explain step by step but the bottom line is at the end we get the desire results Thanks !

To which the response was:

olumide4christ:
Mr oviecardealer, you're completely wrong on this one.
Even your fellow customs agent, @saintjoel here on Nairaland has told me categorically that there is nothing like "Tincan Custom Papers for Cotonou Vehicles". He has even put that disclaimer on his threads on Nairaland due to his sincerity.
He even explained to me what agents like you do in conjunction with customs at Tincan to conjure these phony papers for Cotonou vehicles AND how the customs officials on the road can determine the fake status of these papers IF THEY WANT TO.
Mind you, I went with him to Cotonou in 2014 to get my car when the border was still open & he got original custom papers for the car from Seme border command. But according to him, that cannot happen for now due to the border closure to imported cars.

Therefore, you should come & prove @saintjoel, your colleague wrong and also answer @Cosplay's question successfully.
Otherwise, this thread of yours will be seen as a means to scam innocent Nairalanders.

From the "agent":

oviecardealer:
laughing out loud....firstly, with respect to saintjoel.nothing is impossible....beside, everybody has a limit as to how they carry out their job..we have different connections and technical know how.
I have been in nairaland for years now please take a look at all my threads, you would not see any body complied that i have don fake customs duty for them before in the past and recently that because i do not involve my self with that.....in my other trends i post pictures of vehicles and their customs duty online so any body can verify their authenticity .
I stop pasting customs document because most client want to keep their privacy
Having said that as the saying goes.... physical evident clears all doubts.....i will provide you with proves.....now i am going to obtain permeation from the clients i posted their vehicles pictures here to allow me paste the customs (C-NUMBERS ) so you and others can go to any customs command to verify if they are genuine.

2.there's an additional penalty paid on duties wey get k leg. And it's still paid into customs account and not Tru back door.
3.what if used land borders 3 years ago and didn't pay duty.. Will u still forfeit Ur car? No.. U can still approach custom offices and process assessment notice to pay duty on such cars.
4. Theres what we call ammendment. Even some cars are wrongly manifested. Custom can still establish or add d car to any port of choice officially.
5. The customs documents that follows duty payment and other processes will cover u.. It's not a days job.

NB-I'm not a custom officer and I don't know too much about the process involved. I'm just telling you guys what a normal clearing agent knows

For instance,

omonla10:

4. Theres what we call ammendment. Even some cars are wrongly manifested. Custom can still establish or add d car to any port of choice officially.

Port of choice? Does this mean that even without valid paperwork or documentation, it's possible for an importer aided by official customs procedure to choose an arbitrary port of entry?

omonla10:

3.what if used land borders 3 years ago and didn't pay duty.. Will u still forfeit Ur car? No.. U can still approach custom offices and process assessment notice to pay duty on such cars.

But as far as I recall at that time land border imports were still legal. I don't quite understand the point you tried to make here. Or is there an implicit suggestion that import dates could be manipulated and backdating is commonplace to evade the ban?

Before I leave, I think we need to get things straight.

it's not about whether one is insulting or being insulted, this post is about doing things within the confines of the law ..... anyone that decides that he is a constant offender with immunity in one way or the other should have the decency to stay discrete and incognito.......

the fact that the system is corrupt and accommodates all such is not any form of justification or bragging right.....

also the fact that a program intended to assist people with genuine legit issues (clearing related), is not being exploited, abused and used for illegal transactions does not give anyone the right to publicly advertise this illegal service.

it is wrong on all counts.

op try contacting saintjoel, he should be of assistance....

also I implore every other person who has come across this thread to always deal within the ethical confines of both the society and the law. it always pays off in the end... even tho it's peace of mind, that's enough pay for me.

those who genuinely and innocently found themselves in this mess..... u can liaise with legit and accountable agents.... emphasis is on accountable.... any trick that cannot be expressed in clear terms is a turn off.

those with intent to keep exploiting Grey areas and backdoor channels with a view to swindle with sweet words..... well done......

I am a clearing agent of 12 years experience . I am right now inside TINCAN PORTS & CARGO TERMINAL performing customs examination. I am in a better position to inform you better. Paying duty on smuggled cars is not a crime. It is even encouraged for you to approach the vehicle seat of the appropriate customs command to obtain assessment and pay the correct duty payable as long as it is not contraband or import prohibited item.
It isn't about what you feel is right or wrong, it is about what the law says it is right or permissible.

Cars within the permitted age limits are not contrabands. Obtaining assessment and C-number for your smuggled cars and paying the correct duty is not doctoring of documents. Your obtaining assessment and paying correct duty has achieved what the government was trying to prevent in the first place (by banning cars importation via land borders) LOSS OF REVENUE. I am a clearing agent (you are not) I know what obtains in the importation and clearing process.
Snuggling is a crime (if you are caught). Obtaining assessment and paying correct duty for smuggled cars within the appropriate age limits isn't a crime.
