This has nothing to do with Hippocratic oath, Ambode is the CEO of all public hospitals in Lagos, his commissioner for health has access to all files and statistics in the hospitals, the health service commission who don't swear hypocrathic oath does also, they can retrieve information. That Ambode used it to his advantage is a low point for him because he swore to protect the interest of all Lagosian, i guess he was only desperate and ready to play dirty politics. It is done all the time and everywhere in the world.

tinubu was a godfather to be reckoned with under PDP Federal government, but under his own party Apc federal govt, he is being tamed every minute and might loose relevance.
