Housing

b) Provide mortgage services for citizens of the state
c) Build condominiums
d) Provide parks and social amenities for each building blocks
e) They will be responsible to supply water and power for the blocks
f) 70% of buildings will be purchased by common workers in the state.
g) Provide police station, Jails and Correctional facilities for communities of block.

Incentives for winners of the bid

a) Tax free holiday for 5 to 10 years
b) Land to operate
c) Employers of prospective buyers will provide information.

The state government will set up organization that will monitor the correct use of the lands for the soul purpose housing.

The state government will make sure that the leasing or mortgaging that the companies will produce will be given to working individuals of the state.

No other land will or shall be sold to no one in the state.


Food


The state Government shall meet with the Farmers and set up a core body. That will Purchase food Items for distribution.

SG Should calculate what we need for food.

If it cost 50 naira to feed a Lagosian everyday that means that everyday we spend in the neighborhood of 1 billion naira a day.

So we have an idea what we spend on food a day. In a month we spend 30 billion in one year 365 billion Naira = 2 billion dollars.

What you do is to make sure that have a food commodity market where the state pumps money into the

Distribution of Food
Packaging of Food

The STUDENTS AND TUTORS of State Agric institutes should directly work with Food Production Outfits Like
a) Crop Farms (CROP SCIENCE STUDENTS)
b) Fish farms ( ANIMAL SCIENCE STUDENTS etc)
c) Snail farms “ “ “
d) Poultry “ “ “
e) Cash crops farming ( CROP SCIENCE STUDENT)
This will set their minds in to practical learning and a problem solving attitude of students and you pay them a stipend.

Storage food

You should do all to bring the Students of your food technology on board this and challenge them that the problem is in their hands

You will pay them a stipend and make sure that they solve this problem.

Transportation

You shall set an up Food transportation Authority that will sell Licenses in transparent bidding process. To move $2 billion worth of food is not a child’s play. It could cost you up to 100 million dollars to do this in a hygienic and prompt manner.

Sell the license to 10 million dollars each and give them tax free holiday for 5 years. That no one can demand money from them. The government will guarantee their free hand in moving goods freely, but will only move food and the Food transport Authority will make sure they only move food.

They will be given a hotline where any one can call them they will also have standard weighing.

The trucks to be used will be the same by the licensed lifters i.e. if it is Volvo trucks one uses to move goods in a state it should be Volvo all through.

Every lifter/mover should be given Number identification.


Packaging

Every Food Crop should be given packaged by companies to be authorized by the State Government.

Transport

What the State Government should do is

to hold a transparent bidding or Auction where all the transportation stake holders will compete for in a transparent bidding process.

They license will be renewed every x years

NB: you shall encourage the NURTW to collapse in a P.L.C where its members will be share holders of this company that they shall float and they will bid for one of the licenses.

Incentives

State Tax holiday for the x number of years.

The requirement of the winners

1) The operators must provide 1000 buses from one source (i.e. if it Toyota let it be Toyota all through)
2) The operator must have works Shops and after sales guarantee from the suppliers of the vehicles
3) The buses should be new
4) The operators must provide ticketing to make the system cashless.
5) All seniors and primary children will be given free transport
6) Shall operate 70% air conditioning transportation.

THE LAGOS STATE TRANSPORT AUTHORITY

b) THEY WILL MAKE SURE THAT THE OPERATORS ARE OPERATING ACCORDING TO LAID DOWN RULES
c) THEY SHALL HAVE THE AUTHORITY TO SUSPEND THE LICENSE (after due process)
d) THE LICENSES TO BE AUCTION WILL BE FOUR (4) ONE SHALL BE RESERVED FOR THE NURTW SET UP COMPANY.
e) THE BUSES WILL BE NUMBERED BY THE STATE TO MONITOR STATISTIC
f) THE LICENSES SHOULD BE SOLD FOR 70 - 100 MILLION DOLLARS WITH FIRST 5 YEARS TAX EXEMPTION.

ONCE THE LICENSES ARE IN THE HAND OF THE OPERATORS THERE IS NO WAY THE OPERATORS WILL SIT IDLE AND JUST WASTE THE MONEY THEY SPEND. THERE WILL BE COMPETITION THAT WILL BENEFIT THE POOR.

CHINA AND INDIA WILL AND CAN SUPPLY YOU LONG BUSES/ DOUBLE DECKER WITH SPEED THEY HAVE THE MAN POWER TO DO SO JUST MAKE SURE THEY THE OPERATORS MAKE THE SUPPLIERS HAVE WORKSHOPS FOR THE BUSES TO PREVENT DUMPING.

YOU MUST CREATE TRANSPORT COURTS/ OR TRIBUNAL THAT WILL HEAR CASE AGAINST/FOR THE COMMUTER/ OPERATOR

THE OPERATORS WILL PROVIDE THE LONG BUSES THE GOVERNMENT SELLS THE RIGHT TO RUN THE BUSES TO THE FIVE OPERATORS


Security

a) SANITATION POLICE
b) TRAFFIC POLICE
c) LOCAL INTELLIGENCE GATHERING WHICH WILL INCLUDE CAMERA SURVEILANCE IN HIDDEN AND OPEN AREAS OF ALL THE STATE.
d) CRIME PREVENTION SIMPLE PATROL TEAM WITH COMMUNICATION HEADS THEY SHOULD BE ARMED WITH DOGS SINCE YOU CANT CARRY WEAPON.
e) THERE SHOULD BE CORRECTIONAL FACILITY

because you have a steady supply of SSS leavers you can move the ones that will be interested in this "Voluntary" Police Core and Pay them a Stipend.



Education

The SG should provide free Education for all Citizen of the state.

You must meet all education requirement of the State.

Create free On the Job training for working class in the language they understand.
Students of the states should be drafted into after school so that they can put whatever they learn into immediate practice.






Health

Every child should registered and everybody shall pay the following

1) Child health support Should be paid by parents i.e. if you have 3 kids you will pay child support
2) Health Insurance
3) Health funds should be set up


The Doctors produced in the state should group in something like a cooperative and given heavy incentives to set up Hospitals in the state.

In some countries people think by paying heavy Salaries will make the health worker stay.


Energy


You need to License 3 or 4 companies that will provide electricity to the state grid,
Build mini dams
Challenge the University and Colleges to Develop Final Project on Power General and make then Implement it.
