The above could not be farther from the crux of the matter. Neither is the political leadership to blame.
You've got it upside down and are begging the topic; if the problem is the system, how can you blame the political leadership? The "leaders" operate within a flawed architecture.

Let us all make it a point to emphasise true federalism as the only workable architecture for Nigeria (or we separate). With true federalism, we will have accountability. With the present system, your state gov is accountable to Abuja, not to you; so he doesn't care what you say or think. The policeman on the street is accountable to the IG, so he doesn't give a toss about your thoughts on "roger". We run an upside down system that was deliberately designed for corruption; lets blame our fake "federalism" or we'll end wasting energy screaming into the wind.

What every consensious and thinking Nigerian must do, is keep hammering credible elections as our only way forward. We should be ready to burn, protest and make sure it is delivered. Credible elections are our only hope of changing Nigerias architecture bloodlessly.

the political leadership is the major problem.
if we have a leadership that matches action with words, knows no sacred cows and strengthens institutions to be effective, most of this problems will fall in place.the matter is that it pays the political leadership to maintain the status quo.And Jonathan is no different.
if we had effective leadership at the top,we will not even be discussing onovo matter, as the inept tool would have long thrown in the towel.
Beaf, there will be blood.
There is no easy way out.
We have gone too far.
either the blood will be shed over credible elections (my worry is that the definition of a credible election is a highly politicized one) or afterwards.

That guy, Onovo, should have been sacked the day he publicly showed no knowledge of Ribadu visit to Nigeria, a guy who was supposed to be wanted by the police at the time. That incident clearly showed he was not abreast of the command other him, shikena.

Short term solution: Onovo should be sacked

Medium term solution:
1-Next IGP should be assigned targets to meet, failing which he will be sacked
2-Sacking should have an extremely punitive outlook, not a kind of retirement with associated benifits

Long term solution

The Nigeria police force as now constituted, is outlasting it useful life. Policing urgently need decentralization Police department should be a local govt. affair. With a police chief answerable to the chairman. Local govt. chairman appoints, or nominate candidate with counsel members approval. And state police department to deal with intra- state issues. And a national charter for interstate crimes. local force made up of local folks will easily get coperations of citizens to help solve crimes. Moreover as an indigene, they are likely to know who the bad guys are. Our National police as it is now, is a decoration. They cannot, and will not be able to protect citizens when push turn to shove
Local govt Policing/ decentralising the police force to be achieved in line with true and proper federalism for the country.

The political leadership is only the symtom of deeper structural problems. You can't cure malaria by attacking the headache only. Until the underlying structure is changed, we will continue to have bad govt.
Also, there is very little the man at the top can do except introduce incremental changes no matter how saintly he is. Why? Like I said earlier, our fake federal system is upside down and govt at any level is not accountable to anyone. No matter how powerful the person at the top is, those below him will not give up the perks they get from being unaccountable; our lawmakers (Senators and House) are among the highest paid politicians in the World; the reason they are paid so much is to keep quiet and maintain the status quo. The enemy is a multi-faceted elephant.

Our political system is best changed with wisdom, let us first get credible elections and be ready to spill blood for that purpose. With credible elections will come credible leaders who are accountable. Anything else will be a waste of valuable energy.
There might be blood, but it would be wasted if the people do not understand the enemy they are fighting.
