A PLEA TO THE PRESIDENCY

I wish to bring to your notice the anarchy and disregard of order by the Commandant General of Nigeria Security and Civil Defense Corps (NSCDC) Mr. AbdullahiGanaMuhammadu.
In February 2018 the (COFPB) Civil Defense, Fire, Immigration and Prisons services Board called on the department under it for conversion, upgrading and lateral conversion of staff and as a result on September 7th 2018 the Minister of Interior in a meeting approved the release of the result.
CDFIPB released the list to the various departments. Immigration, Prisons and Fire Servicepasted and sent the list to their various commands but that of Civil defense took 2 weeks and at the end the Commandant General of Civil Defense released only the list of those with HND (07-08) Inspectors to Senior Inspectors of Corps and those from ASCII to ASCI (08) but has refused to release the list of conversion of those with Degree from Inspectorate Cadre and Junior- cadre to Superintendent Cadre.
He did an illegal recruitment in April 2016 and brought a letter back dated in 2015 in 2017 for them to sign and as a result he claimed that there is no vacancy.
Sir, some of these people in Inspectorate Cadre and junior cadre got their degrees even before joining the service. Some have served for over 6 – 10 years without promotion and the conversion that has been approved by the board has been withheld by the commandant General.
Sir, I would like to State that Alh. A.A. Ibrahim who was no longer in the Board signed the letter for level 8 in 2017 but back dated it to 25th December, 2015 was also called upon because he had already left the board to another Ministry and C.D Yakubu who was the commandant of Admin and had already left the Admin was also called upon to sign the appointment letters of level 3 and 6 because Dr. David Bille who is the acting commandant Admin was not given the chance to act. All those who signed the letters did so to cover his tracks which was filled with issues and his decision is going against the minister, the Commandant General claims to have a personal relationship with the president as such the minister can d o him no harm. Moreover he claimed the minister is a figure head and he has a military Moral, the minister does not know matters that have to do with civilians or paramilitary.
Sir, if the Heads of Prisons, Immigration and fire service could obey the board and Minister to release the lists of conversion, lateral conversion and upgrading why will the Head of NSCDC refuse to release the list of conversion, upgrading and lateral conversion.
His 2016 recruits do not have service or file numbers and as such he changed the service numbers of those who have been in the service over the years with the fake ones he created for 2016/2015/2017 instead of using serial numbers. Since your government came into power sir, there was never a time that any advertisement was done for recruitment into the service of NSCDC. He feels as if he wants to be wicked to those in service who need to rise by oppressing them and making the new ones to be their senior. Please sir how can discipline and respect which I know in the military and paramilitary ever be gotten in the Civil Defense while the Commandant General has no human feelings or regards for what is right. The Civil service rules states that once someone is under employed he properly be placed after due process is followed upon confirmation, Alh.Gana is trying to rubbish the service by his illegal recruitment.
Please sir, how can a graduate be under employed for over 6-8 years and when special promotion was done by the Board during the time of Mr. Ade Abolarin, Mr. Gana cancelled that and now heclaimed that there are no vacancy/space after illegally recruitment of some who have not completed their NYSC at the time to be senior to those who are in the service (this was referred to by the Minister of Sports. Barr.Solomon Dalung who referred to it as black market recruitment in 2016). Now the Commandant General is opposing what the Honorable Minister of Interior has already approved.
