The thing is I'm gonna start my PR application in January (that's when my 1 year experience will be complete). I also have plans to visit Canada and come back to Nigeria before relocating permanently
The question is, is it advisable to apply for the tourist visa before my PR application or after, even though I won't travel until after AOR

PR applications don't affect your travel plans in anyway really. Do your thing. People even apply while in canada. Just make sure you update your application by raising a CSE if there are any changes after you submit your e-APR. Location, new address, new job etc

Do you have a valid visiting visa? If yes, you can and even if you dont have a valid tourist visa, no law says you cant apply while your PR application is ongoing.

My Hod has refused to change the title of position when I served from Corper to Budget Officer despite much pleading. I explained what I want to use it for yet he said I was a Corper then. Much of my experience after service has been freelancing while the other experience I can claim is without salary. How do I go about this conundrum?

The doctor said he would write d report like that and if there is any need to come back for further test.. Fingers crossed he doesn't call..

In addition to this @damzy88 as a last ditch effort, can you try to get him to re-word it like so;

“This letter relates to Damzyy’s primary assignment with XYZ Global. Damzzy was posted to XYZ Global in March 2014 to serve as a Corp member (Corper) by the National Youth Service Corps (NYSC), Lagos Division.
He performed the duties of a Budget Officer and worked full-time approximately 40 hours per week from March 2014 to March 2015”

Atleast here even though your title is Corper he admits you performed the duties of a Budget Officer.
