You might struggle to build a functional messaging app on your own as a beginner. It's not impossible but it is difficult.
You need a language that has robustness, fault tolerance and concurrency so you should learn Elixir. Whatsapp was built with Erlang I believe, but Elixir might be easier to learn and incorporates more modern resources. It is essentially an improvement on Erlang.
Your question suggests to me that you don't know programming. In that case, you should learn programming first with Python or Smalltalk.
Go and search online. There is bound to be a tutorial or two to get you started.

A chat app shouldn't be that hard to build.
