How should a university treat an application from a mass murderer?

The University of Oslo was faced by this question, when a mass killer, Anders Behring applied from prison to take its political science degree.

It was recalled that, In July 2011, Breivik had killed 77 people in a bomb and gun terror attack in Oslo and on the island of Utoya.

The decision on whether to teach him was made particularly difficult for the university, because some of the people killed by Breivik had been related with students at the university.
