Well, yes you need Wifi or Data (I think you are referring to mobile data) just like in any other country.
VPN just provides a secure tunnel between you and the website. Network provider sees how much
bandwidth you use and when, but not exactly what sites you visit.
PS: In China, some approved VPNs might co-operate with the government though

I was in china last year for few weeks. I used VPN all through. I downloaded and installed here before going.

You can try to use VPN to visit the required websites. I can recommend https://rusvpn.com/en/. It is rather good and you will not have any problems using it.

The Chinese government restricted the access to certain sites because they don't want their citizens to access them. Accessing them via any other means makes it illegal.

Because you or someone you know have been using a vpn to bypass their firewall doesn't make it legal. Just like downloading music off the net for free via some shady sites is a criminal offense in most countries. The fact that you have been doing it doesn't make it legal.
