Meanwhile, while I am happy for the execution of the rail I sincerely hope that it doesn't fail. The main economic value for rail is freight movement and not really passenger travel and I'm not seeing my thing going on in this space.

The only way this can be a long term benefit is if the railway sector is deregulated. For eg, let the National Railway Infrastructure Company own and maintain the tracks while private people pay to use it and provide their locomotives. This way the govt gets return on its investment which encourages it to expand the rail network, while the private sector brings about the efficiency.
