Thanks for taking your time to clarify things. Without spouse's credential evaluation, crs score will be 430. With his credential evaluation and fair ielts performance, crs would be 440. I'm 37years old already. I wish I had started this earlier.

IELTS can humble the mighty. When I finally saw my writing as 7, the thing dey look like 1 for my eye. Taking the exam 3 times cos of writing was disheartening

thank you @Topmamen , its just that my passport was not stamped when i was rejected and it was just one witch amongst the two that interviewed me.
one was like there is no reason to reject him since he would likely be one of the facilitator and the other was like he has no much money in his account...i will put yes and explain to them what happened . thank once again.

You're most welcome. Your passport doesn't have to be stamped with a rejection before you declare it though. These things are digitized and your records are on their system.

I'm not trying to scare anyone with this but the statutory questions worried me after I read a rejection case.
The person in question answered "no" to the best of his knowledge but his application got denied. He later found out that when he was a child his parents applied for a visa with him as a dependent.

His parents were rejected so the rejection applied to him as well. His parents did not initially remember this as it was so long ago. Some advised he hire an immigration lawyer. Hopefully it worked out for him.

This made me call my parents to interrogate them. lol. It was intense."Daddy where were you in 1993 at 2pm"
