There are two stages in pre-qualification. Which is Technical and Financial bid opening.

Where you qualify after Technical opening, you will be invited for Financial opening.

The financial document is actually a bill of quantity showing your company's price quotations required to execute the project.

thanks. but a payment is required because we are asked to open a remita account. and then come for the financial bidding. those it mean we are to submit a quote for the contract? and we are they use the financial bid submitted by contractors to select successful bidders.

If they ask you to open a remita account, just do as you were asked to do.

I don't know if I understood your question correctly, ...but you must submit your Financial document ( quotations) before the day of the opening
