They don't need to put a no parking sign next to a fire hydrant. The moment you see a hydrant, you have no business parking next to it. That's one of the things taught in driving school before one can get a driver's license. The owner of the car has no case here. If the city wants to press charges, he/she won't win.

That hose is too big to conveniently go under the car as can be seen clearly from the picture. Also the flow of water might the obstructed because we don't know how high they intend lifting the hose at the other end.
