This is caused by the elevation( a highland) of Enugu. Parts of Enugu is a high land and the higher the altitude, the lesser the temperatures. Thereby causing cool temperatures that brings up a cool weather and also chilly rains. So I presume that Okpara avenue is on a mountainous region.
The same cause of such rain that happens in Enugu, also happens in Jos.
