Quantity is different from quality.

If he has the most contributions, all fine, but that does not translate into something positive.

How many quality, people-oriented bills has he sponsored or proposed?

Little things make some of you happy. How does contributing many bills amount ordinarily to being a good senator?

I will take a senator who contributes one people-oriented bill once a year over a senator who contributes hundreds of selfish bills every day.
