They are in power and so hold the aces . The opposition would always cry foul when votes don't count substantially. Most elections are rigged but in most cases the votes decides too. In such cases where the votes count for more than 90 % , then the opposition won't cry . However , an open rape of the electoral process as was the case in Kano supplementary, then the looser would surely cry foul. Sometimes too politicians cry foul when there is none just to save face . Eg Akpabio in Akwa Ibom .

But mostly the ruling party at anytime decides if elections should be free and fair . 2015 we had less cases like these because the ruling party then wanted a free and fair elections. Very few had complaints

How surprising you dont know how government operate . Do you even know the procedure it takes to chose an inec chairman?? Do you know that the inec body is made up of political proponents of both major parties. And also do you think the PDP leaders are just powerless people like me and you? No the fact that buhari is the president dont give him absolute rule in a Democratic setting . in fact in a very vast community like ours. Atiku got enough resources to challenge the presidency squarely and by rigging or any other method . but at the end of such power balanced tussle the popular opinion usually stays. Look at the tinubu instance with all federal might he was still able to survive obansanjo and every thing PDP got coming because he his not just some commoner . he got money, influence and other resources just as atiku does too
