If the number one, two and three are not in the country, who should be the acting President?

If any country should attack us, who will give order to the military?

If it is Dogara, then he should be sworn-in as Acting President even if it is one day.

The president makes him the Head of state while the commander in chief bestows on him the head of government. The country does not come to a halt simply because the secretary general of the federation is the highest cabinet member of the government. The chief of staff coordinates all those that respond directly to the president. He can issue command even if is in the moon. The vaccum can only occur if their is an event that leads to the death of the 3 individuals at the same time.

The SGF is not Secretary General of the Federation but Secretary to the Government of the Federation.

He is not the highest cabinet member, he's just in charge of Secretariat matters. The head of Cabinet is the President and Deputised by the Vice President. The ministers are members while the SGF is Secretary.

The military wasn't adhering to any constitution. Governance under military is at the pleasure of the Military Head of State and Commander in Chief. There wasn't any constitution guiding their activities, nothing like RULE OF LAW

The position of a Chief of Staff is official - he is the executor of policies formulated in the cabinet. Temporary absence does not impact CoStaff.
