today, I met friend from Sao Paulo, one of the largest city in south america. What baffles me was the way he mentioned how unemployment too affect them.

is true that most foreign countries suffer this unemployment wahala?

1st they speak Portuguese in Brazil, not French
2nd if you have a sound education, you can easily find work in Sao Paulo (aka the Brazilian capital when it comes to employment), but if you look for government job then YES, knowing someone is "ideal".

95% of the time, NO, unless you work with a foreign firm that A) all staff are foreigners or bilingual and B) they only work with foreign market.
