Onnoghen and the crop of his advisers are largely to blame for this.
The NJC could have waited for the CCT to complete their trial but the people behind this whole game decided to push the NJC card ahead, but it was all a bluff just like the game of poker. And Onnoghen fell flatly for it, and folded thus confirming to his detractors that he believes he has a weaker hand. And in they went, with the CCT for the kill.
But if Onnoghen had believed in the words of Solomon that says "a good name is better than many riches", he would have not succumbed to the billions dangled in his face as retirement benefits, but would have stayed on the course to restore his already tarnished name. But at the end of the day "money e no get, good name e no get". I don't know whether to cry or laugh at the man.
All the same, this is Buhari's jungle justice and sanctioning it does not make you any better than the perpetrators of the Aluu killings.

If he failed to declare them for reasons unknown. The ccb acting in good faith could have given him the opportunity to refill the declaration form. It has been done before.
The whole process was a witch hunt because the EFCC first accused him of billions which was false. They further used the ccb to conclude the hatchet job with hot fire on the ass of the ccb chairman knowing he has a pending EFCC case.
