Abstract
A careful study of the indices making strong and stable nations of the world is stable democratic system, accountability and transparent governance. There are no preconditions for democracy, other than willingness on the part of a nation’s elite to attempt to govern by democratic means. By democratic means we imply involving the populace in governance, allowing their decisions to count and being voted for and allowed to vote in electoral processes. But before the attainment of this stable political and economic nation, there would be series of evolutions and deployment of social schemes like soft power to achieve democratic stability. Soft power is the power to influence foreign governments, foreign publics, and world public opinion through the non forcible projection of culture, ideology and political value systems. Soft power, in short, as its foremost scholar Joseph Nye explains, is “attractive power”. It has been a key facet of US foreign policy since the outbreak of the Cold War and its significance has continued to grow through the expansion of global communication networks and the ideological conflicts of the post-9/11 era. But that, itself, will require strong pressure from below, in civil society, and from outside, in the international community, to generate the political will for democratic reform. And sustaining democracy in the context of unfavourable cultural, social, and economic conditions requires institutions to foster effective, accountable governance as well as robust international engagement and support. Democracy can emerge anywhere, but it can only take root if it brings about, however gradually, a more prosperous, just, and decent society. In accessing these evolutions to sustainable democracies, this work then centres on how the cold war has been instrumental to modern democracies.
