Nigeria’s petroleum downstream sub-sector, especially refineries, pipelines and others may witness a major overhaul following ongoing talks between the Federal Government and the Saudi authorities in Riyadh.

The Minister of Energy Industry and Mineral Resources of the Kingdom of Saudi Arabia, Khalid Al Falih, yesterday expressed his country’s readiness to invest in Nigeria’s petroleum industry and others across the African continent as part of efforts to expand its business operations.

While Al Falih had earlier hinted of the kingdom’s interest in the most populous black nation during a visit last year, the interest was renewed when President Muhammadu Buhari sent a delegation, headed by the Minister of State for Petroleum Resources, Dr. Emmanuel Ibe Kachikwu, to discuss areas of mutual collaboration especially in the midstream and downstream sectors with the Asian nation.


While both countries are major crude producers, Saudi Arabia is the world’s number one player with a remarkable downstream sector and a functional national oil company, Aramco.

With the new development, Nigeria could address oil and gas infrastructure shortfall hovering around N18 trillion and stabilise economic development, particularly by plugging leakages and spurring industrial activities through an enhanced gas sector.

During a welcome dinner, Al Falih congratulated President Buhari on his re-election, reassuring him of better bilateral ties.

He noted that Nigeria’s role remained critical in the stabilisation of global oil price as the Organisation of Petroleum Exporting Countries (OPEC) and other allies meet soon to review the market outlook, especially production cuts.

In his remarks, Kachikwu implored the host nation to explore areas of cooperation and collaboration in the downstream – refineries and petrochemicals, gas and midstream infrastructure.

The ministers also discussed global oil market development ahead of the Joint Ministerial Monitoring Committee of OPEC which holds early next month in Jeddah.

In a similar vein, the president has parleyed with the Emir of Qatar, Sheikh Tamim bin Hamad Al-thani, on petroleum, power, aviation, agriculture, railways, among others at the State House, Abuja.

Also on the front burner at yesterday’s meeting was the recharge of Lake Chad from the Congo Basin.

In a statement by presidential spokesman, Femi Adesina, Buhari said the refilling would provide succour to the more than 30 million people adversely affected by the shrinkage of the lake over the years.

Besides, the Delta State government has waded into a face-off between an oil firm and the over 112 oil-bearing Urhobo, Isoko, Ijaw and Itsekiri communities in the Oil Mining Lease 30 to avert an economic crisis that could result in shut-in of over 90,000 barrel per day oil production.

Already, the communities had issued a seven-day notice to the oil firm and its subsidiaries to vacate the area.

But the Attorney-General and Commissioner for Justice, Peter Mrakpor, met on Monday with the aggrieved communities, led by the President General of Ewvreni Community and Chairman of President Generals Forum of OML 30, Chief Victor Ohare in Asaba to douse the tension.

A statement by the Public Relations Officer in the ministry, Mr. Ivovi Aruoriwo, said: “Chief Ohare briefed the state government of their grievances with the oil exploration company, who they accused of breaching all the terms contained in the GMOU entered with it.”

It stated that the communities accused the company and its subsidiaries of using security agencies to intimidate, harass and suppress their genuine agitations.

We don’t need more refineries!!!

Is there anything wrong if we join others in pioneering alternative sources of energy? The world is moving far ahead of obsolete developments such as refineries and other archaic bullshits. The government of Nigeria should brace up for the challenges of the 21st century and let’s focus on how we can survive beyond oil and it’s bye-products.

Yes, some may say “oh we haven’t gotten it right with the basics, we want to jump to the extremes”. I say No! We can pioneer these technologies if the government is ready to fund some serious research and deploy its resources towards breaking boundaries and attaining new goals every successive year.

Japan, Germany believed in their national strength and mights and created the enabling atmosphere where failure wasn’t discouraged but leveraged upon to succeed unfailingly in a futuristic world that keeps them miles ahead of the rest at every point in time.

If the Saudis wanted to build a refinery here some 9 years ago, I’d applaud such development. This is 2019 almost 2020 for goodness sake, are you guys aware of the vision 2020 set out for this country as far back as 1995-96? This is a negative growth! We can and must do better than this!

Don't mind these fools. While the rest of the world has planned to phase out the use of fossil fuels by the year 2040, these idiots are wasting time and money today, that would have made sense 30 years ago, but which in this day and age is a white elephant project which will be unsustainable in the long run.

When i read comments of jobless Dunce, giving unwanted economic advise on fosil fuel to investors in oil and gas and refineries i just laugh, dont let your hatred towards Nigeria make you Foolish.

Dangote and Saudi Goverment Conducted Comprehesive Feasibility Studies before venturing their "Own" money into Nigerian Economy, You can do whatever you like with your own money, a good percentage of our earnings comes from fossil fuel, Refining it is going to make value to our export.

Little fact about values of refineries;

*Only few people in the world can afford Electric cars, due to expensive Battery Cells, Electricity isnt cheaply available to power such cars. Hence the market for Refined PMS. Power generation comes from Gas refined from fossil fuels

*Refinery produces almost most chemicals needed by other industries, including Nitrogen for fertilizers, Cosmetics, Paints etc.

*100% of Cormercial Airplanes still run on jet1 fuel gotten from "Refined" crude. As battery cell powering and replacing jet engine isnt feasible for large carriers

*100% of world cargo ships runs on diesle gotten from same fossil fuel that Refineries produces.

*European coutries cant leave without gas heaters during winter, gas is a product of Refined fossil Fuel.

Very interesting, but do we bring in foreigners to compete with our own citizens? undecided - well, it's called privatization and this is the first time we are doing real privatization - real competition to prevent monopoly and price fixing - we also need to privatize power not the nonsense they are doing and calling privatization, they need break all power generation and distribution into local govts the 774 allow them generate and supply their own power to places they can cover by any means allow them re-arrange street poles to suit them, even if it's a street if their prices are right others would demand for their services and they can grow all this nonsense we are doing God is watching us in this country O!

Exactly! We need a platform of sane minds to come together in Nigeria to sensitise our youths! Most people in the country are unaware of what is progress in the right direction and what constitutes null or negative growth.

Buying a car for someone who’s got a problem with his house rent and facing eviction with his family is a problem and not a gift. That’s the exact scenario of these refineries dotting our landscapes now.

Sorry, but there are a thousand and one things to gain from crude refining other than fuel (petrol, AGO etc). Have you thought of the others; gas, petrochemicals, asphalt, polymers... bro you guys should think before coming to condemn any effort made by the govt. even though we are in a fix but at least our criticism should not be out of hate.

PRESIDENT BUHARI SHOULD STEP DOWN FROM THE MINISTERIAL POSITION OF PETROLEUM FOR MORE CAPABLE HANDS.

He knows nothing about global energy nor our local energy sectors.

He is traveling to UK for another rounds of medical treatement keeping Nigeria in another months of Standstill.
