There’s construction going on there, which involves digging up the road and temporarily cutting off direct access across the street.

There usually are areas where people can access or cross the road safely (using temp structures), so these are likely folks who could not be bothered to walk all the way to the designated crossing areas and chose to avail themselves of the “services” of the digger. Nevertheless, at the end of the day, what’s important is that this street will end up with covered drains and walkways/sidewalks with street lighting.
