Guy,be reasonable.buhari didnt force or impose leaders on nass,he only suggested plus all of them were present and elected their leaders.this wasn't obtainable in edo or bauchi.in the eyes of the law,there is no speaker in edo or bauchi

No sir,one third is not required to elect.a simple majority of all members is required to elect inorder to have acceotability and legitimacy
