Land is a premium in the South East, Niger state is bigger than the entire southeast and to the best of my knowledge, they have abundant forest reserves there. In fact the entire north is more than 60% of Nigeria's land mass so any land settlement should be there. The grass in the South can be harvested and exported there if they need it so much

the alternative is the law enforcement which prohibits bearing of assault rifles by unlicensed non military or paramilitary personnel and murder should ensure the perpetuators are brought out by their group to face the law
