Please how possible is it to get my local government identification certificate from another state??

I was planning on how to get my local government identification certificate and my problem is that I'm not in my state. I google about it and so I stumble upon a site where I read about the possibility of getting my local government ID cert from another state. But I'm not certified on what I read on Google. I need advice from people who have had experience about it.

Yes you can get it from another state... Say your state is delta state but you live in Lagos State, you can go to delta state laison office in lagos with your popsi or mumsi...dem go ask them small question that's all

That's where the problem is. I'm alone popsi is late and mom is in the village. What will i do?

I'm from ebonyi but base in ph. And one problem again. I was born and raised in anambra my mother home town. I can't speak my language but I can hear every pin spoke in my language.

Still no issue... Go with any elderly or more mature person...since u are in Ph...locate your father or mother state laison office there...go with any person from your father or mother side... U go pay small fee sha... Maybe 1k along with 2 passport or so

Please, I'm from Delta State but live in Port Harcourt. I don't have my parents neither do I have anyone who is from their side around me here. How do I go about getting my local government identification certificate?
