Starting from budgeting of capital expenditure of both federal and state annual budgets to actual procurement of these infrastructural developments.

I perfectly agree with you. Many corrupt practices are through contract awards and procurements. If Quantity Surveyors are properly engaged and we do our work with integrity and honesty much more will be achieved in financial probity and transparency of government contracts

Responsibilities;
Presenting detailed information on the cost of particular elements of work on a periodic basis to enable payment for those works carried out to date.
Organizing the division of a project into its component work packages, then awarding these work packages to smaller, more specialized construction companies offering the best deal.
Managing costs to make sure that the initial budget isn't exceeded.
Arranging payments at the end of a job and settling the final accounts.
Acting as financial advisors and monitoring progress for the client.

It depends on you and your goal.

Career wise, I think Assistant QS is better.

Dont make a permanent decision base on temporary situation


But if I may ask, is there a reasonable difference in payment?

For payment I don't know but I believe what am earning now is still what I will receive.
