Well that is pure nonsense. The punishment must be proportionate to the crime.
A more important point is that you don't take the law into your hands if only that such does could lead to blood feuds and an interminable cycle of revenge killing.

^In the case of stealing a horse it should be restitution of the stolen horse plus a fine which is a multiple of the value of the horse.

The horse issue was just an analogy,i was refering to the rape case when i used the 'in this circumstance' but you already knew that.Now respond appriopriately.

Well you chose to use that analogy even though carnal violation and stealing are two very different crimes.
The punishment for  convicted rapists is clearly stated in sections 357 and 358 of the Nigerian Criminal Code. It is life imprisonment.
