It took me 4 days.
Went to post office did the verification, bought a german line, opened N26, got my IBAN, sent it to fintiba, fintiba acknowledged the verification. Then my first instalment was in my account before noon on the 4th day.

Yes you can but it is dependent on when the school starts receiving application and the mode of application i.e UniAssist or Direct

I have received my visa already but when they sent my documents the SL was missing and i have mailed them but no response from them.

I was at the embassy today for my interview, and a lady provided information about a scholarship she didn't get.
Embassy couldn't go on with the interview.

She just wasted an AD slot

Ask your school for an extension in November or December, send the required documents in order to get an enrollment certificate. Cancel and rebook midnight using 20th Nov down as start date. God bless you.

The VO said it’s the one below the barcode on the visa fee receipt.

The one above your name has the same number towards the end.

To appeal a rejection, you have to write a Remonstration letter stating why your visa should be approved.

I have helped lots of people to the Glory of God and 70% of them made it.

First off, under which category did he book?
Tell him to cancel and rebook using November as enrollment deadline. then reach out to his school asking them to extend his enrollment deadline.

Concerning SL, must your sponsor bear the same surname with you?
