A child born to a US citizen outside the US is a US citizen by birth. The OP is misleading. The policy mostly targets non citizen US military that give birth on a US base. US base no longer treated as US soil.

“Therefore, U.S. citizen parents who are residing outside the United States with children who are not U.S. citizens should apply for U.S. citizenship on behalf of their children under INA 322 8, and must complete the process before the child’s 18th birthday.

“The child of a member of the U.S. armed forces accompanying his or her parent abroad on official orders may be eligible to complete all aspects of the naturalization proceedings abroad. This includes interviews, filings, oaths, ceremonies, or other proceedings relating to naturalization.

“Applications filed on or after October 29, 2019 are subject to this policy. The policy in place before October 29, 2019 applies to applications filed before that date. Pray that trump doesn't get re-elected. The law will be passed unless it is challenged in court on constitutional grounds. If it is an executive order, which seems likely it will affect some people.

Nigerians should be concerned about giving birth to children in USA, for citizenship purposes. There is a future risk, that the internal revenue service (IRS) could come after the child for back taxes. In other words all US citizens are obligated to pay taxes on global income.
