Is it advisable to keep two PayPal accounts? I have SA PayPal but it doesn't withdraw to account so I'm planning to open another country PayPal that I can withdraw to account myself without sending it to exchanger.

Yes you need two paypal for this to work.

Infact I used my SA paypals for my e-commerce sites and then transfer to the other paypal and withdraw straight into my Nigerian bank

Also For this to work you need the right tools, You use VPS not VPN. And then a number of easy to follow steps. You need a good windows pc, internet and monthly subscription for your VPS server. All videos of this via whatsapp
