1. For a place like Lagos, some banks may be willing to lend to you if you apply for C of O (and sign off that it be delivered to them when ready) and meet all the "condition to perfect Legal Mortgage". Try and explore that option.

2. If you have good cashflow in your business account, you can look for someone who has C of O to give you 3rd Party Legal Mortgage( this may come at a fee) which you can use to secure a bank loan.
