One could easily state that a country's abundance in human and natural resources make them rich.
.
.
Nigeria is such a country.
.
.
Unfortunately, the resources mean that Nigeria only has potentials to be rich, but is not rich, yet.
.
.
It's just like a young man or woman who has abundance of intellect, strength and ideas that could make him/her rich in the future.

That youth only has potential, not wealth. Because, the wealth is still probable.
.
.
A country is rich when they utilise enough of their resources for financial gain.
.
.
A country is rich when poverty level in it is less than 30 percent.
.
.
A country is rich when it has economic Independence.
.
.
A country is rich when they have high budgets for economic, educational, tourist, and security projects.
.
.
A country is rich when it creates wealth for citizens and non-citizens alike.
.
.
A country is rich when people from several other less developed (poor) countries seek employment from it.
.
.
A country is rich when her tourism industry and culture attracts people worldwide.
.
.
A country is rich when there's political and economic stability there.
.
.
A country is rich when citizens and foreigners feel safe there.
.
.
Nigeria lacks all these.

Nigeria is just a very fat woman hawking the idea of an economic giant - with perfect skills.

Nigeria is a poor country.
.
.
Plus, it's currently the poverty capital of the world. That says a lot.
