The conference is called Africa Women conference it's not against common sense to dress like an african woman. Your choice if you wan your wife to dress naked. If my wife dresses like the other women any time she is going for events I will divorce her on time because I can't marry a lady that will always be wearing all these wrapper kind of dress and be covering her hair anyhow. My wife need to always look and dress sharp not local.

And come to think of it, the op didn't even state if she was invited for the event or not. So what if she was the one who hosted the event to help women in need because all I see is hungry looking women everywhere. She probably stands out because she might be there to feed them.

I will blame her for dressing like this to go out, period! I dont care if she was just going to mall or to market.

Motherhood is a step up from womanhood, she is a mother who refused to step up.

I also blame the organizers at this event. The proper thing for them to do was to pull her aside and give support.

The support can come in many ways. She doesnt need to change what she has on...but she needs to be confident and comfortable. She is amongst women and they all have breasts and beauty....so who is she there to impress? They should ask one of the women to assit her to cover up. It takes just one shawl to wrap around and her beauty and image will not be lost under that cover....but she will also feel relaxed and confident to interact with fellow women.
