This many years of war against people on bicycles

Why is it that whenever boko haram attacks army they always bombard them in multitude, but whenever army neutralise boko haram they neutralise 2 or 3 is it that after boko haram attack them in droves, then 2 or 3 boko haram will now say lets go and check if they are still alive, because I don't understand how it happens.
