It's not actually about being nice. This is an agreement that FIFA made with European clubs after the clubs threatened to withold their players from FIFA competitions.

The clubs say that they own the players' contracts and they pay the players, but they can't use the players due to injuries sustained during FIFA matches.

So FIFA offered to pay the players' salaries when they get injured during international duty and to pay some kind of compensation to the clubs.
