Programming is used for writing/making applications(mobile & Desktop), website, etc.
You write/make these apps or website using a programming language.
.
To take it further, programming is about giving the computer instruction and let the computer perform the instruction.

Learning programming languages is no more the elixir of programming. I have learnt up to ten programming languages, I have not done much with them.

Brother... We are in the same boat.. am learning programming with my Android phone. I have lent up to 4 languages and perfect in those languages. No one touch me any language at all. All I do is to research around look for PDF Tutorials and learn with some apps that I use to write my codes.
All recommend you to your play and download 'w3schools offline' that was the first app I use to learn programming with phone.. and after that just research around get PDF Tutorials this method will help you allot. Don't worry about pc for now the only time you should worry about pc is when you want code a very complex project like application or softwares..

From my own understanding, i think you can, although i havn't tried it, i'm still struggling to save up for an android phone.

for php and mysql use palapa webserver.

Hope you know that you can get an ok laptop with just 25k? If you don't have it, no biggie. But when you do, just check jiji - sort by price. And buy from people who own shops cos individuals are far less reliable.

Yes, you can learn the rudiments of programming on an android device.
You may need these:
1. A terminal emulator (termux is great for android).
2. A programming language compiler (like gcc/g++) or for others like (python or php runtime environments).
3. A good book on introduction to programming, maybe with python or with c. (A hard copy book is strongly advised, to free up the phone for the coding).
4. If you can get hold of an external Bluetooth keyboard, you would really enjoy the whole experience.
5. Then, invest a little time playing around with all of these. Don't just hide or give up when faced with a challenge

It depends, maybe you can learn HTML, CSS and JavaScript with your Android device, cos that's how I started back then, 5 years ago with my BB curve 7, beyond that, you really need a laptop or Desktop.

There is droidedit look for the pro version....
There is programminghub but it is limited cause you gotta pay...
There is codepen.io you can test your codes there but just have small data like the one you use on nairaland ...
For learning there is w3school.. sololearn.... programminghub
Sites to download pdf inbox me and ill let you know......just inbox and I'll give you details cause I used phone to code before I got lappy
