Historic U.S. Job Market Continues as African-American Unemployment Rate Hits New Low

Today, the Bureau of Labor Statistics (BLS) released its monthly Employment Situation Report, which shows continued employment growth and a low unemployment rate in October. Job gains at this point in the business cycle are particularly noteworthy considering that the United States is in the midst of the longest economic expansion in its history.

BLS’s establishment survey shows total nonfarm payroll employment increased by 128,000 jobs last month, far exceeding the median market expectation of 85,000. Including a substantial upward revision of 95,000 total jobs for the months of August and September, and controlling for the estimated 60,000 decrease because of the recently resolved General Motors (GM) strike and the 20,000 decrease from temporary U.S. Census workers finishing their work, this report highlights the creation of over 300,000 new jobs.

Since the President’s 2016 election, the economy has added over 6.7 million jobs—more than the combined populations of Wyoming, Vermont, Alaska, North Dakota, South Dakota, Delaware, Rhode Island, and Montana in 2018. Additionally, this total is 4.8 million more jobs than the Congressional Budget Office projected would have been created in its final forecast before the 2016 election.

BLS’s separate household survey finds that the U.S. unemployment rate increased slightly from its 50-year low of 3.5 percent in September to 3.6 percent in October, marking the 20th consecutive month at or below 4 percent unemployment. Most notably, the unemployment rate for African Americans reached a new series low of 5.4 percent, falling 2.6 percentage points since President Trump’s election.

The labor force participation rate, which includes workers and those looking for work, increased to 63.3 percent in October—0.6 percentage point above the rate in November 2016. The labor force participation rate for prime-age adults (ages 25-54), which largely avoids the demographic effects of the aging population, increased by 0.2 percentage points in October to 82.8 percent—1.4 percentage points above its rate in November 2016. Small changes in labor force participation can have major effects on the economy: Because of this increase, 2.1 million more prime-age adults were in the labor force in October compared to if the participation rate remained at November 2016 levels.

Steady job growth, accompanied by 15 months of 3 percent or higher average year-over-year hourly wage increases, benefits Americans across the country, as 24 States achieved or matched their lowest-ever unemployment rates during the Trump Administration. As of September 2019 (the latest available State unemployment data), 35 States had unemployment rates below 4 percent, compared to 14 States when President Trump was elected.

While today’s release shows that manufacturing employment fell by 36,000 during October, this decline is fully explained by the 40-day strike at GM. The Department of Labor’s (DOL) monthly strike report showed 46,000 GM workers were on strike during the October payroll survey. Workers on strike do not collect a paycheck, so they do not count as employed. Additionally, the negative effects of the strike reverberated throughout the economy, including lowering employment at GM suppliers, leading to an estimated 60,000 total employment decrease in October. The strike’s resolution portends manufacturing employment bouncing back in November, adding to the gains seen over the Trump Administration.

Even with the strike lowering October’s manufacturing numbers, nearly 500,000 manufacturing jobs have been created since the 2016 election. This growth is why the National Association of Manufacturers quarterly outlook survey reached its highest recorded confidence level during the Trump Administration. Comparatively, 20,000 manufacturing jobs were lost in the 12 months prior to the 2016 election.

Evidence of a robust job market is also supported by private sector surveys. The Conference Board measures employment optimism as the share of respondents claiming that jobs are plentiful minus those who think they are tough to obtain. Using this measure, employment optimism for October (35.1 percent) was much higher than it was in November 2016 (6.6 percent).

With consistent job gains this far into the longest economic recovery in U.S. history, the October employment data make it clear that the American labor market remains strong. States across the country continue setting record-low unemployment rates, showing how Federal policies that support economic growth benefit local communities. American workers see these benefits as today’s labor market offers them opportunities to negotiate raises and advance their careers.

Last week, the U.S. Bureau of Labor Statistics posted the lowest overall black unemployment figure ever recorded at 5.4 percent.

According to a Project 21 analysis, reported in a press release last week after the jobs report was released, this was the sixth record-low black unemployment rate achieved during the Trump presidency. The previous lowest rate – 7.4 percent – was achieved at the end of the Clinton administration in December 2000.

In extensive remarks, excerpted for the release, Project 21 member Derryck Greenaddressed the racial allegations that have been made against President Trump (which Project 21 Co-Chairman Horace Cooper often calls the “weirdest” anti-black behavior) despite the Trump administration’s policies having been so helpful to black economic progress.

Derryck said it’s something liberal critics simply cannot justify:

Since at least the early 1970s, when racial demographics were first incorporated into the unemployment statistics, we’ve known that American blacks have suffered periods of chronically high unemployment.

Even during the economic boom of the 1990s, blacks still endured double-digit unemployment for most of the decade. Black unemployment dropped for a couple of years during the early 2000s, but it later found its way back into the double digits.

The economic policies of our first black president exacerbated black unemployment during the recession, helping black unemployment to reach or exceed 16 percent on 11 occasions. Obama Administration officials told us that high national unemployment, high black unemployment and a depressed economic environment in which businesses hired fewer employees because people stopped looking for work was the “new normal.”

But, since 2016, black unemployment has significantly and consistently declined. Under President Trump, black unemployment reached an all-time low on several occasions. Black unemployment dropped below six percent for the first time in May 2017. Twice this year – in August and September – black unemployment dropped and held steady at 5.5 percent. In October, black unemployment is 5.4 percent  – the lowest rate ever recorded.

During the presidential campaign, President Trump asked blacks “what the hell do [we] have to lose?” by voting for him. One answer to that question is now high black unemployment rates.

I think this is important to note. During the period of high black unemployment under Obama, the former chairman of the Congressional Black Caucus – Emanuel Cleaver – said that “with [such high black] unemployment, if we had a white president, we’d be marching around the White House… President [Obama] knows we are going to act in deference to him in a way we wouldn’t to someone white.”

Now, we have a white president who is perpetually and falsely accused of racism. Yet this “racist” president has done more to lower black unemployment than his immediate – and black – predecessor. How do liberals square that circle?

They can’t.

I don’t want people to think better of Republicans.

I want people to be as critical of Democrats as they are of Republicans.

Both parties are really terrible. But the Democrats too often get a pass because they are better at branding and marketing.

The last time a Republican Presidential candidate got more than 15% of the black vote was 1960.

And yet the Democrats had a former KKK member in the US Senate until he died in 2010. In fact, Robert Byrd wasn’t just in the KKK, herecruited 150 friends to start a chapter!

Robert Byrd used the N-word on live television in 2001. And then was re-elected as the Senator from West Virginia in 2006.

Compare that to the current Democrat Governor from one state over, Virginia. Ralph Northam dressed in blackface when he was 25 (or KKK robes we don’t know which) as pictured in his graduate school yearbook.

This guy is a clown. His defense was that he doesn’t think he is either one of the two in the racist picture, because he distinctly remembers wearing blackface on a different occasion.

That time, he says, he only applied a little bit of shoe polish to dress as Michael Jackson, because that stuff is hard to get off…

I wonder how he knew it was hard to get shoe polish off his face?

As you can see, racism in the Democratic Party runs deep.

And this shouldn’t surprise anyone who has any knowledge of history.

But since most people get their information from memes these days, someone took it upon themselves to educate the masses.

A bunch of Democrats wore white to Trump’s State of the Union address to protest Trump or something, I don’t know.

Which gave birth to the following meme:

You’ll notice that below the meme, Facebook attached a fact check which claims the Democratic PARTY did not start the Klu(sic) Klux Klan.

Not to get nit-picky, but the meme states that DEMOCRATS started the KKK, not the Party itself. And Politifact’s fact-check rested entirely on whether or not the Democratic PARTY started the Klan.

Even in the article, PolitiFact admits:

One historian confirmed there’s a historic link between the Democrats and the KKK: Many angry Southern whites during the 1860s and 1870s were Democrats, and some joined the KKK. But according to J. Michael Martinez, who wrote the 2007 book “Carpetbaggers, Cavalry and the KKK,” it’s misleading to say the Democratic Party founded the Klan.

Yet Politifact confirms that the Democratic Party honored the first Grand Wizard of the Ku Klux Klan when he spoke at the 1868 Democratic National Convention, shortly after the Klan was founded.

Which brings us back to the original question, did Democrats start the KKK?

Yes!

It was founded as a political organization to intimidate black and Republican voters in the south during reconstruction after the Civil War.

According to History.com:

[T]he KKK engaged in terrorist raids against African Americans and white Republicans at night, employing intimidation, destruction of property, assault, and murder to achieve its aims and influence upcoming elections.

There were two political parties… and the Ku Klux Klan aimed to influence elections AGAINST the Republican party.

Well, that certainly sounds like Democrats started the KKK, doesn’t it? And they started it for overtly political purposes.

The KKK was a political tool used by Democrats to help the Democratic Party win elections.

And that is a FACT.

Of course, another major strategy of covering up racist Democratic roots is saying that it isn’t the party today that it once was.

Some people even say the parties flipped at some point… so Democrats get credit for Lincoln (who was a Republican), and Republicans get credit for the KKK (which was founded by Democrats).

Well, when exactly did the parties suddenly and miraculously switch platforms?

Neither party added proposed anti-KKK positions to its platform at the 1924 conventions.

In 1963, the Democrat Governor of Alabama, George Wallace, stood blocking a doorway, refusing to allow a black girl to enter a white school that had just been desegregated by law.

And if the Democrats were still racist in 1963, that means Democrat hero Franklin D. Roosevelt was part of the old racist Democratic party. (Big surprise, that the guy who put Japanese Americans in concentration campswas racist).

Some people would say that the flip occurred with the election of President Lyndon B. Johnson in 1964. After all, George Wallace lost the primary against Johnson, which seems to be a rejection of Wallace’s racism.

Plus, Johnson signed into law the Civil Rights Act of 1964.

Still, only 69% of Democrats in the Senate voted for the Civil Rights Act, while 82% of Republican Senators voted for it. In the House, it was even worse, with just 63% of Democrats voting in favor, and 80% of Republicans supporting the legislation.

However, Johnson went on to push “Great Society” legislation throughout the rest of his Presidency, aimed at reducing crime and poverty, and expanding the welfare state and social safety nets.

You might think this would be a great thing to promote equality for disenfranchised blacks.

But historian, sociologist, and economist Thomas Sowell (who is black by the way) has a different perspective (emphasis my own):

Despite the grand myth that black economic progress began or accelerated with the passage of the Civil Rights laws and “War on Poverty” programs of the 1960s, the cold fact is that the poverty rate among blacks fell from 87 percent in 1940 to 47 percent by 1960. This was before any of those programs began.

Over the next 20 years, the poverty rate among blacks fell another 18 percentage points, compared to the 40-point drop in the previous 20 years. This was the continuation of a previous economic trend, at a slower rate of progress…

Nearly a hundred years of the supposed “legacy of slavery” found most black children being raised in two-parent families in 1960. But thirty years after the liberal welfare state found the great majority of black children being raised by a single parent.

The murder rate among blacks in 1960 was one-half of what it became 20 years later, after a legacy of liberals’ law-enforcement policies.

So did the Democrats really abandon racist policies, or did they just change tactics? Let me know what you think in the comments.

CAN THE DEMOCRATIC PARTY BE COMPARED TO A PLANTATION?

You might often hear blacks who’ve made their exodus from the Democratic party referred to as having ‘left the plantation.’

Can the Democratic Party actually be compared to a slave plantation? Black Democrats probably won’t get the reasoning behind some folks using the word ‘plantation’ to refer to their beloved Democratic party. The comparison, while possibly off-putting, is a deliberate attempt at waking people up to similarities between today’s Democratic party and the past Democratic party that was pro-whip, pro-chain, pro-cotton-picking, Pro-Jim Crow and Pro Ku Klux Klan.

OLD SLAVE PLANTATIONS AND THE MODERN DEMOCRATIC PARTY

So, perhaps we should look at the similarities between the old slave plantations and the party of the Left. Perhaps we should consider the possibility that black Democrats are being used for votes the same way that slaves were used for gathering bundles of cotton. Yes… Consider that there are similarities. Perhaps, instead of looking at things as they’ve been framed by the Left, perhaps we just might think to ‘Consider Culture.’

Being constantly reminded of our history in America, blacks have often resorted to asking that the government pay reparations for what was done in the past. If not in the form of reparations then in some other form. Today many black Democrats look at the government and feel that a debt must be paid for the oppression of the past.

And if the Negro cannot stand on his own legs, let him fall also. All I ask is, give him a chance to stand on his own legs!”

Politicians, educators and the media all participate in delivering reminders about just how bad that past was. Much time is spent on teaching us about slavery, and Jim Crow in schools, while incredible success stories like that of many of the slaves who were able to start successful businesses and buy their own freedom go untold. Politicians remind their voting bloc how much oppression is still going on today and how it’s rooted in the history of a racist America. The media makes sure to cover, over and over again any event which they can label as a racist event and then compare those claimed racist events to past events from the terrible history previously drilled into our minds by teachers in elementary schools across the country.

These participants serve to further this victim narrative which labels those dastardly individuals on the Right as victimizers who do not want to help black folks. At least not in the way that Democrats want to help.

But then you have to ask what is it that the Democrats are doing to help? This is where the rubber meets the road, of course. Are policies, that paint blacks as needy helpless creatures that only politicians are able to save by forcing universities and businesses to lower standards. Are they truly helping or are they actually harming us by making us dependent and presenting an image of blacks to the world that depicts us as a group that needs the rules bent in order for us to succeed?

HISTORY SPEAKS FOR ITSELF

History shows us very clearly how Democrats thought of black folks in the past. Democrats were the ones who fought to keep slavery going, While Republicans allowed blacks to vote and even become politicians themselves. Democrats, who were incensed by these things, decided to form a terrorist group called the Ku Klux Klan in order to cause fear and hopefully prevent blacks from voting.

Democrats didn’t want black people to vote. Especially since they knew that no black person in their right mind would vote for policies that kept them in chains. One hundred percent of Democrats voted against the 15th Amendment, which gave blacks the right to vote. The majority of Democrats also voted against citizenship and abolishing slavery. The Republicans were the ones who freed the slaves, putting the Democrats in a bad position, politically in the future. Especially once free blacks began to vote. And of course they voted primarily for Republican candidates.

So as years progressed, Democrats needed a new strategy that would have blacks, once again, working to benefit Democrats. The Great Depression offered Democratic politicians an opportunity to snatch the black vote relatively quickly. Perhaps they didn’t even mean to, but because so many blacks were disproportionately suffering after the depression began, the government was able to provide ‘assistance’ as they began a new program to rescue American workers from the fallout of the depression. The New Deal!

Franklin D. Roosevelt’s (FDR) New Deal was created and provided that relief in the form of public works projects like the building of roads, bridges, airports and other projects that temporarily hired a large portion of black workers, who were in dire straights at the time. Black republican politicians like Arthur Mitchell were paid to speak out on behalf of these new programs and later saw opportunity in switching parties and leading blacks towards the party that was providing all of these new government jobs and benefits and at the same time lining his pockets.

Blacks, who were thankful to have been given opportunities to get back to work, saw FDR’s policies as the reason that they were no longer suffering as much as they had been and understandably they began to also switch parties. But because this relationship was basically based on a sort of dependency it, in my opinion, dealt a severe blow to Americans. Especially black Americans, who now were moving towards government dependency instead of freedom and independence.

FREDERICK DOUGLASS’ PRICELESS RESPONSE

It’s important to note that blacks were not always willing to move in the direction of dependence. Frederick Douglass had a brilliant answer when asked what the United States government should do for the Negro. His answer was firm and swift, “Do nothing with us! Your doing with us has already played the mischief with us. Do nothing with us! If the apples will not remain on the tree of their own strength, if they are worm-eaten at the core, if they are early ripe and disposed to fall, let them fall! I am not for tying or fastening them on the tree in any way, except by nature’s plan, and if they will not stay there, let them fall. And if the Negro cannot stand on his own legs, let him fall also. All I ask is, give him a chance to stand on his own legs!” 

What Douglass and many others of that era understood was that independence was necessary to build strong families and economies for blacks. And, due to this way of thinking, some blacks did do well for themselves independently. Cities were built, towns were erected. Black success, education and commerce became more and more prevalent.

As good as some blacks did for themselves, there were still many who suffered from poverty and other social ills. But, perhaps that was part of the motivation to move towards the Left as well.

THE SLAVERY OF DEPENDENCY

Dependency has always been a motivating tool. Slaves, for the most part, were able to be kept in bondage due to dependency. It’s the same method that pimps use on prostitutes. They often recruit their women in small towns in the middle of nowhere and then bring them to a big city where they don’t know anyone or how to get around. They keep them broke and provide them their meals, clothing and housing. They tell them that anywhere else is dangerous and that they will protect them.This causes the woman to depend on the love-vendor. Likewise, slaves came from a far away land and were brought to a new country where the land and soil was foreign to them as farmers, the animals were foreign to them as hunters, the terrain was foreign to them as travelers and the food was foreign to them as a people who needed to eat. Even the seasons and weather would have to have been vastly different. They would probably not have easily survived without the knowledge that their captors had of the land and their masters reminded them of those facts often.

Dependency often made bondage more comfortable than escape. Escape came at a great amount of risk. Some slaves felt better staying on the plantation. At least there they knew where their next meal was coming from and where they would lay their heads at night. Even after freedom many stayed to work on the plantations that they had served on as slaves prior to freedom. They depended on their masters, so why look elsewhere for work and housing?

KAYNE WEST: SLAVERY IS A CHOICE

Kanye West was harshly criticized for saying that slavery was a choice. However, if you really think about it, it was for many slaves who were likely aware of options like the underground railroad, but who chose to stay on their plantations instead. What is known is often the safer choice when the alternative is the unknown.

Today the unknown, for most blacks, is the Republican party. Just like the underground railroad was a seemingly dangerous path, the path to the Right seems similarly daunting. Black conservatives, sometimes risk losing careers and being ostracized from their friends, family, churches and peers. The plantation is familiar. The plantation is where your family is. It’s where you get your sustenance. It can be your caretaker, your housing, your career. It’s how you’re able to have a family and raise your children. Freedom and independence is scary in that it requires you to take responsibility for all of those things without any assistance.

In 1857, the Supreme Court, with seven of the nine justices being Democrat, decided that Dred Scott was not a citizen, but property. Chief Justice Roger Taney, appointed by Democrat President Andrew Jackson, referenced in his decision that slaves were "so far inferior ... that the Negro might justly and lawfully be reduced to slavery for their own benefit."

After the Civil War, Republicans pushed through the 13th Amendment, adopted Dec. 6, 1865, officially abolishing slavery in America. Once Southern Democrats were forced to free their slaves, they effectively attempted to re-enslave them by passing "black codes" and "Jim Crow" laws, which required former slaves to be "apprenticed" to "employers" and punished those who left.



On Nov. 22, 1865, Republicans denounced Mississippi's Democrat legislature for enacting "black codes," which institutionalized racial discrimination, even stating: "No freedman, Negro, or mulatto shall carry or keep firearms or ammunition."

On Feb. 5, 1866, Republican Rep. Thaddeus Stevens introduced legislation to give former slaves "40 acres and a mule," but Democrats opposed it, led by President Andrew Johnson. On April 9, 1866, Republicans in Congress overrode President Johnson's veto and passed the Civil Rights Act of 1866, conferring rights of citizenship on freed.

To force Southern states to extend state citizenship rights to former slaves, Republicans in the U.S. House passed the 14th Amendment, May 10, 1866, as did the Senate, June 8, 1866. One hundred percent of Democrats voted against it.

The 14th Amendment was adopted by the states on July 28, 1868.



Republican Rep. John Farnsworth of Illinois stated, March 31, 1871: "The reason for the adoption (of the 14th Amendment) ... was because of ... discriminating ... legislation of those states ... by which they were punishing one class of men under different laws from another class."

Along with "Jim Crow" laws, Southern Democrats attempted to keep former slaves from voting. On Jan. 8, 1867, Republicans granted voting rights to former slaves in the District of Columbia by overriding President Andrew Johnson's veto. On July 19, 1867, Republicans passed more legislation protecting voting rights of all freed slaves after overriding again President Andrew Johnson's veto. On March 30, 1868, Republicans began impeachment proceedings of President Andrew Johnson.

On Sept. 12, 1868, Democrats in Georgia's Senate expelled civil rights activist Tunis Campbell and 24 other Republican African-Americans, who would later be reinstated by a Republican Congress. On Oct. 22, 1868, while campaigning for re-election, Republican Rep. James Hinds was assassinated by Democrats who had organized vigilante groups.

The 15th Amendment, granting the right to vote to all men regardless of race, was passed Feb. 3, 1870, overcoming 97 percent Democrat opposition. Once Southern Democrats could no longer keep former slaves from voting, they attempted to intimidate them through KKK-type vigilante activities and lynchings.

Republican President U.S. Grant signed the Enforcement Act, May 31, 1870, which imposed stiff penalties for depriving any American of their civil rights. The Republican Congress, June 22, 1870, created the U.S. Department of Justice to safeguard civil rights against Democrats in the South. The Republican Congress passed another Enforcement Act, Feb. 28, 1871, which provided federal protection for black voters.



The Republican Congress enacted the Ku Klux Klan Act, April 20, 1871, outlawing Democrat-affiliated groups which oppressed African-Americans. On October 10, 1871, African-American Republican civil rights leader Octavius Catto was murdered by a Democratic Party operative, after repeated threats by Philadelphia Democrats against black voting. Republican President Ulysses S. Grant deployed U.S. troops on October 18, 1871, to combat violence against African-Americans.

Republican President Theodore Roosevelt stated Dec. 3, 1906: "White men are lynched, but the crime is peculiarly frequent in respect to black men. ... Governor Candler, of Georgia, stated ... 'I can say of a verity that I have, within the last month, saved the lives of half a dozen innocent Negroes who were pursued by the mob, and brought them to trial in a court of law in which they were acquitted.' As Bishop Galloway, of Mississippi, has finely said: 'The mob lynches a Negro charged with rape will in a little while lynch a white man suspected of crime. Every Christian patriot in America needs to lift up his voice in loud and eternal protest against the mob spirit that is threatening the integrity of this Republic. ...'"

Republican President Theodore Roosevelt continued: "There is but one safe rule ... that is, to treat each man, whatever his color, his creed, or his social position, with even-handed justice. ... Reward or punish the individual on his merits as an individual. Evil will surely come in the end to both races if we substitute for this. ... Every lynching represents ... a loosening of the bands of civilization. ... No man can take part in the torture of a human being without having his own moral nature permanently lowered. Every lynching means just so much moral deterioration in all the children who have any knowledge of it, and therefore just so much additional trouble for the next generation of Americans."



Democrat President Woodrow Wilson segregated the U.S. Navy. During World War II, Gen. Dwight Eisenhower overcame racism and made the decision to arm African-American soldiers with weapons. In 1952 and 1956, a majority of African-Americans voted for Republican President Dwight Eisenhower.

Eisenhower stated in his first State of the Union address in February 1953: "I propose to use whatever authority exists in the office of the President to end segregation in the District of Columbia, including the Federal Government, and any segregation in the Armed Forces."

Republican President Eisenhower ordered the desegregation of Washington, D.C., public schools after the 1954 Brown v. Board of Education decision. When Southern Democrat governors resisted desegregation, Republican Eisenhower sent in federal troops. Eisenhower forced integration by having federal soldiers escort black students.

In 1953, Republican Vice President Richard Nixon chaired a committee which sought to eliminate discrimination on the basis of race or color in the employment practices of government contractors. In 1957 and 1959, Republican President Eisenhower proposed civil rights bills to enforce the 15th Amendment, strengthening the rights of African-American to vote. Senate Democrats filibustered the bills and watered them down.

In 1959, when Southern Democrats demanded that any who violated the new civil rights bill should be tried before all-white Southern juries, Republican Vice President Richard Nixon gave the deciding Senate vote to kill the Southern amendment. Southern Democrats who opposed desegregation included former KKK klansman Sen. Robert Byrd and Gov. George Wallace.

After the Birmingham Children's Crusade Protest, where police dogs and fire hoses were used against African-Americans, President John F. Kennedy called for a bill emulating the Republican Civil Rights Act of 1875.

Southern Democrats fervently opposed it, as Democrat Sen. Richard Russell in 1964: "We will resist to the bitter end any measure or any movement which would have a tendency to bring about social equality and intermingling and amalgamation of the races in our (Southern) states."

Democrat Sen. Robert Byrd filibustered the Civil Rights Bill for 14 hours and 13 minutes on June 10, 1964.

Democrat Sen. Strom Thurmond stated in 1964: "This so-called Civil Rights Proposals, which the President has sent to Capitol Hill for enactment into law, are unconstitutional, unnecessary, unwise and extend beyond the realm of reason. This is the worst civil-rights package ever presented to the Congress and is reminiscent of the Reconstruction proposals and actions of the radical Republican Congress."

The phrase "the bribe or the bullet" refers to positive or negative human motivations, as generations of past parents who motivated children with a piece candy for obedience or a swat to the rear for disobedience.

From the Civil War to Lyndon Johnson, Southern Democrats were accused of engaging in negative motivation and intimidation tactics to keep African-Americans from voting.

As television and media coverage of these tactics grew, it resulted in bad press for the Democratic Party. Political strategists proposed a switch from "the bullet" to "the bribe," from "intimidation" to "entitlement."

In other words, if the African-American vote could no longer be suppressed, then maybe it could be manipulated and controlled through dependency on entitlement programs.

Even though Democrat senators filibustered the Civil Rights legislation nonstop for 71 days, from March 30 to June 10, President Lyndon Johnson persuaded the leaders of his party to support a compromised bill, which he signed July 2, 1964.

According to Ronald Kessler's book, "Inside The White House" (1996), Lyndon Johnson explained his abrupt change in strategy to two Democrat governors aboard Air Force One, saying: "I'll have those n----rs voting Democratic for the next 200 years."

Lyndon Johnson's Great Society welfare state proceeded to enroll large numbers of minorities into entitlement programs, leading to a dependency and a strong inclination to vote for the party promising a continuance of those entitlements.

Lyndon Johnson, with the help of Democrat Sen. Edward Kennedy, also changed immigration quotas to bring in more immigrants from poorer countries who would similarly enroll in entitlement programs and thus be inclined to vote for candidates who continued and increased entitlements.

The welfare state's providing of more money to a household if a father was not present in the home adversely affected the strong church-centered African-American families and neighborhoods. As lower income voters grew in their dependency on government programs, it proportionally increased the Democratic Party's voting constituency.

Prior to LBJ's "War on Poverty," less than 2 percent of the federal budget was on welfare spending. Fifty years later, spending has mushroomed to 27 percent of the federal budget, costing $22 trillion over that same period, three times the cost of all U.S. military wars since the Revolution, yet the percentage of people in poverty has not improved.

Before LBJ’s “War on Poverty,” less than 5 percent of children were born to unmarried parents. Fifty years later, it had skyrocketed to 40 percent.

Before LBJ's "War on Poverty," less than 10 percent of U.S. children lived in single-parent households. Fifty years later, that number had exploded to 33 percent, with the poverty rate of single female parent households growing to 37.1 percent.

On Feb. 5, 1997, African-American Republican Rep. J.C. Watts Jr., stated: "For the past 30 years our nation's spent $5 trillion trying to erase poverty, and the result, as you know, is that we didn't get rid of it at all. In fact, we spread it. We destroyed the self-esteem of millions of people, grinding them down in a welfare system that penalizes moms for wanting to marry the father of their children, and penalizes moms for wanting to save money. Friends, that's not right. ..."

Internationally renowned pediatric neurosurgeon Dr. Ben Carson stated: "My mother worked as a domestic, two, sometimes three jobs at a time because she didn't want to be on welfare. She felt very strongly that if she gave up and went on welfare, that she would give up control of her life and of our lives, and I think she was probably correct about that. ... But, one thing that she provided us was a tremendous example of what hard work is like."

Dr. Carson added: "The more solid the family foundation, the more likely you are to be able to resist peer pressure. Human beings are social creatures. We all want to belong, we all have that desire, and we will belong, one way or another. If the family doesn't provide that, the peers will, or a gang will, or you will find something to belong to. That's why it becomes so critical for families with young children to understand what a critical anchor they are."

Beginning in the 1960s, educational emphasis migrated from strictly academic achievement to include more behavior modification. Voters who were less educated tended to be more easily manipulated, as foreshadowed in the pre-Civil War South where it was a crime to teach slaves to read.

An effort began to redefined "racism" to mean anyone opposing big government welfare programs.

In a tragic irony, growing dependency on government handouts appeared reminiscent of the dependency that existed on Southern Democrat plantations where slaves waited for handouts from their masters.

Media, music and entertainment began to increasingly be employed to stir passions and prejudices for political purposes, as President William Henry Harrison warned in his inaugural, 1841: "The understanding of men can be warped and their affections changed by operations upon their passions and prejudices."

Political organizers exploited racial tensions. Saul Alinsky wrote in "Rules for Radicals":

The organizer's first job is to create the issues or problems. ...The organizer must first rub raw the resentments of the people of the community. ...The organizer ... polarizes the issue ... and helps to lead his forces into conflict. ...An organizer must stir up dissatisfaction and discontent. ...Fan the latent hostilities of many of the people to the point of overt expression.He must search out controversy and issues, rather than avoid them ... for unless there is controversy people are not concerned enough to act."

Earlier in the century, Republican Booker T. Washington had written in "My Larger Education – Being Chapters from My Experience" (1911, ch. V: The Intellectuals and the Boston Mob, P. 118): "There is another class of colored people who make a business of keeping the troubles, the wrongs, and the hardships of the Negro race before the public. Having learned that they are able to make a living out of their troubles, they have grown into the settled habit of advertising their wrongs – partly because they want sympathy and partly because it pays. Some of these people do not want the Negro to lose his grievances, because they do not want to lose their jobs. ..."

Booker T. Washington stated: "There is a certain class of race-problem solvers who do not want the patient to get well, because as long as the disease holds out they have not only an easy means of making a living, but also an easy medium through which to make themselves prominent before the public."

Rep. J.C. Watts, Jr. stated Feb. 5, 1997: "Too often when we talk about racial healing, we make the old assumption that government can heal the racial divide. ... Republicans and Democrats – red, yellow, black and white – have to understand that we must individually, all of us, accept our share of responsibility. ... It does not happen by dividing us into racial groups. It does not happen by trying to turn rich against poor or by using the politics of fear. It does not happen by reducing our values to the lowest common denominator. And friends, it does not happen by asking Americans to accept what's immoral and wrong in the name of tolerance. ..."

J.C. Watts continued: "We must be a people who dare, dare to take responsibility for our hatred and fears and ask God to heal us from within. And we must be a people of prayer, a people who pray as if the strength of our nation depended on it, because it does. ..."

J.C. Watts concluded: "I've often told the story of a boy and his father. The father was trying to get some work done, and the boy wanted the daddy's attention, but the father was busy at his desk with so much to do. To occupy the boy, this father ... remembered that he had seen a picture of the world in this magazine. In what he thought was a stroke of genius, the father tore out the picture and tore it into 20 different pieces, and he said, 'Here son. Go put the world back together.' And you know what happened? Five minutes later the little Michelangelo was back, saying, 'Daddy, look what I've done.' The father looked, and he said, 'Son, how did you do it so quickly? How did you put the world back together so quickly?' And the little boy answered, 'Dad, it was easy. There was a picture of a man on the back of the map, on the back of the world. And once I put the man back together, the world fell into place.' And friends, this is our agenda: to put our men and women back together, and, in that way, get our country back together."
