Lagos don’t have the required land for such agricultural projects you’re talking about.
Lagos is the smallest and the most populous state by far in Nigeria and west Africa.

This is just a stupid thread to gather views. Those structures have been stuck there exactly like that for close to 10 years now if not more than . In fact that’s where tours now use as accommodations

Never trust anything done by the government. Ask amechi and the government about the railway in Port Harcourt . maybe its one of the state's designs
