Nigeria release Gen Agwai to serve United Nations Force Commander based on request from the Secretary-General of the United nation. Only United Nations Force Commander can head the new military structure to be created by the United nation. Gen Martin Agwai may have the opportunity to create united nation first new military structure and may be a member of the military council when formed.

The United Nations has entered into a new age of Collective Security opportunity and demand. This will require it to field military forces in widely separated areas of the world executing as many uniquely focused missions. The founders of the United Nations provided for a military structure and within it a command and control system. That structure and the system were never implemented because of the ideological separation of that characterized the Cold War. That ideological separation is gone. The opportunity to create a new military structure and command and control system in the United Nations is upon us. The ad hoc manner of operations need not continue. This study examines the new situation, the intent of the founders, principles of command and control, and recommends a new command and control system for the United Nations.
