Belgium Government Scholarship 2020/2021| What about it?

The Belgium Government Scholarship is an opportunity given by the Belgian Government to international students, precisely students from developing countries.
It is a program for Masters and training courses opened to you to pursue a one-year specialized degree or a 4-6 months advanced training course. The Belgium Government Scholarship 2020 is hosted by the Higher education institution of the Wallonia-Brussels Federation, Belgium.
Talking of numbers, the Scholarship is awarded to 220 people with an average of 150 scholarships as part of the master’s program, and 70 grants for training courses. Just so you know, the Scholarship covers the following costs:

For a master’s scholarship recipients:

● International travel costs: Economy-class travel on an IATA-approved airline, with a maximum of one round-trip ticket per academic year.
● Living allowance: 1150 €/month for a duration of 12 months.
● Indirect mission fees: 150 €. This amount is given once per stay, upon arrival of the grantee.
● Arrival allowance, tuition and return fees: 700 €. This amount is given once per stay, upon arrival of the grantee.

Been following this scholarship since last year, but don't seem to have adequate info on it.
1) Do i need to know french?
2) No test of English required?
3) How to improvise when sending documents, since scanned documents ain't allowed.
