Using turkey eVisa to enter Turkey is possible but before you can apply for the evisa you must have a valid usa,UK,ireland or schengen Visa.
Usa etsa is not considered a valid visa to apply for turkish eVisa.

A usa transit visa might work but not sure? How do you intend to get a usa transit visa or you wanna book a flight that will pass through usa to one of the Caribbean(visa free) just to get a turkey eVisa and still end up staying in turkey illegally? Might be possible but will be too expensive.
