I think this is an ill-thought policy, elitist and insensitive in design and application. What then happens to commuters when the rains begin to fall for as we all know in Lagos, it pours and pours endlessly. Unless some smart Alec somewhere has already thought out solutions to this mess, I fail to see how lagosians will survive this policy. In the immortal words of Winston Churchill "this is a riddle wrapped in a mystery inside an enigma"
